SPR# NNAIDUE3ZD - Client - Editor - Tabbed Tables - Add an new Notes.ini for tabbed tables to allow pre 14.5.1 tab color behavior (where all tabs display their color vs 14.5.1 where only the selected tab displays its color.

ENABLE_ENCHANTED_THEME_TAB=1 Enables all enchanted tab styling
ENABLE_ENCHANTED_THEME_TAB=0 Disables all enchanted tab styling (legacy look)
ENABLE_ENCHANTED_THEME_TAB_UNSEL_BKGND=0 Restores unselected tab background coloring
